Karen West-Whylie - Barking Enterprise Centres CIC
CEO
As Chief Executive of the Barking Enterprise Centre for the last 10 years, Karen leads a mission-driven organisation dedicated to empowering entrepreneurs, strengthening local business ecosystems, and driving inclusive economic growth, with a strategic focus on innovation, partnership development, and community impact. She is committed to the Heath Park Consortium, championing sustainable business development and ensuring residents have a welcoming, opportunity-rich environment to connect, learn, and thrive.
Terry Miller - Independent Living AgencyChief Officer
I don't have a defined role — I just roll up my sleeves and get stuck in, whether that's cleaning, cutting the grass, attending funding meetings, or helping keep the centre fit for the whole community to use. When I was asked to join a small consortium, I found Heath Park Centre unused and in real disrepair — seven of the original ten groups pulled out, but the chance to work with Karen and Manny motivated me to stay. There are no formal agreements between us, just trust and a shared commitment to bringing the building back to life, and month by month we're turning it into a space the community can use, enjoy, and take ownership of.

I'm the Founder and CEO of True Cadence CIC, a local music organisation working closely with Barking Enterprise Centre and Independent Living Agency to breathe new life into Heath Park Community Centre. I grew up in Barking and Dagenham, not far from the centre, and loved music and songwriting at Eastbrook School — but there weren't many opportunities, and it's tough to see young people still facing the same barriers today. What I love most is the people I work with; it's been a challenge from the start, but doing it alongside consortium colleagues who genuinely care, all pulling in the same direction, makes it feel possible. My vision is a welcoming space where something's always going on, no matter what's happening with funding — a second home where people know they'll be supported.
